Judo Australia Refereeing Accreditation Framework
Judo Australia’s Refereeing Accreditation Framework (RAF) has been designed to constructively guide and assist members on all state refereeing matters. It includes the structure, qualification, assessment and examination processes and procedures, which are under pinned by the educational and training programmes.

Accreditation Levels
COMPETENCY LEVEL
Referee of children or beginner judoka.
PROGRAM DETAILS
This is an entry level to gain confidence, knowledge, and experience while under supervision. It is expected that referees would already have understanding and exposure of refereeing in club competition before applying for this level.
PREREQUISITES
Must be a financial member of good standing with Member State
Working with Vulnerable People clearance (Working with Children Checks) or equivalent
Completed ASC Community Officiating General Principles (Online)
- Completed Emerging refereeing online exam
Minimum age of 13 years
Minimum Grade Yon Kyu (Orange Belt)
ASSESSMENT & PRACTICAL REQUIREMENTS
Successful completion of criteria established in this section, including:
Practical refereeing assessments
Attendance and participation in pre-event referee briefings or 1x State Referee Seminar (per year)
- The emerging referee must referee at two (2) tournaments during which time must demonstrate adequate knowledge and basic control of the contest to the satisfaction of the State A Referee. During the tournament the emerging referee must referee as centre referee a minimum of six (6) bouts and referee as a member of the team of three for a minimum of twelve (12) bouts.
Note: there is no fee for the emerging referee accreditation
RENEWAL REQUIREMENTS
Actively referee at a minimum of two (2) state or club level tournaments per year
Participate in 1x State Referee Seminar or pre-event referee briefings per year
Resubmit/maintain all pre-requisites as required
COMPETENCY LEVEL
Referee athletes across a range of abilities in the club and state environment.
PROGRAM DETAILS
This level is an intermediate level to gain further confidence, knowledge, and experience while under supervision. It is expected that referees should already have an understanding and experience of refereeing at club level.
The State Level C referee will officiate under active and direct supervision of the State Referee Commission. The supervising official may override referee decision if errors in application of rules are made or major incorrect assessment of scoring of a technique occurs.
Referees who attain level C are members of the team of three at appropriate level events (State Championships and/or team selections), as decided by the State Referee Commission.
PREREQUISITES
Must be a financial member of good standing with Member State
Working with Vulnerable People clearance (Working with Children Check) or equivalent
Completed ASC Community Officiating General Principles (Online)
Minimum age of 16 years
Minimum Grade San Kyu (Green Belt)
ASSESSMENT & PRACICAL REQUIREMENTS
Successful completion of criteria established in this section, including:
- Completed IJF Refereeing Rules Exam paper
- Ongoing practical refereeing assessments
- Attendance and participation in pre-event referee briefings or 1x State Referee Seminar (per year)
- Payment of the State Referee Accreditation and Certification Fee
- Actively referee at a minimum two (2) state or club level tournaments per calendar year, twelve (12) bouts as centre referee and participate as a member of table referee team for a minimum of twenty four (24) times, during which time must demonstrate adequate knowledge and basic control of the contest to the satisfaction of the State A Referee

Referee at a minimum of two (2) state or club level tournaments per year
Participate in 1x State Referee Seminar (per year) or pre-event referee briefing
Resubmit/maintain all pre-requisites as required

Must hold a Current State Level C qualification for minimum 12 months and be active in those 12 months
ASSESSMENT & PRACICAL REQUIREMENTS
Successful completion of criteria established in this section, including:
Ongoing practical refereeing assessments
Attendance and participation in pre-event referee briefings or 1x State Referee Seminar (per year)
Payment of the State Referee Accreditation and Certification Fee
Practical: Assessment would be based upon the demonstration of adequate knowledge and basic control of the contest to the satisfaction of the State Referee Commission:
Actively referee at a minimum of four (4) state level tournaments per year
Perform a minimum of twelve (12) bouts as centre referee
Participate in a minimum of twenty-four (24) bouts as a member of the table referee team
RENEWAL REQUIREMENTS
Actively referee at a minimum of four (4) state level events per calendar year
Participate in 1x State Referee Seminar (per year)
Maintain/resubmit pre-requisites as required
COMPETENCY LEVEL
Referee competently and consistently at the highest level in the state with athletes who are (or have been) competing at National and International events.
PROGRAM DETAILS
This is the highest state referee level and the applicant should be consistently demonstrating increased confidence, knowledge, and experience with minimal supervision. It is expected that referees should already have gained significant refereeing understanding and experience at appropriate state level events before being assessed for this level.
PREREQUISITES
Must be a financial member of good standing with Member State
Working with Vulnerable People clearance (Working with Children Check) or equivalent
Minimum grade Ik Kyu (brown)
Minimum age of 18 years
Must hold a Current State Level B qualification for minimum 12 months and be active for those 12 months
ASSESSMENT & PRACICAL REQUIREMENTS
Successful completion of criteria established in this section, including:
Ongoing practical refereeing assessments
Attendance and active contribution in pre-event referee briefings and seminars signed off by the
relevant State Referee Commission
Payment of the State Referee Accreditation and Certification Fee.
Practical – assessment would be based upon the demonstration of adequate knowledge and basic control of the contest to the satisfaction of the State Referee Commission:
Actively referee at a minimum of four (4) state tournaments per calendar year
Perform a minimum of eighteen (18) bouts as centre referee
Participate in a minimum of thirty-six (36) bouts as a member of the table referee team
RENEWAL REQUIREMENTS
Actively referee at a minimum of four (4) state level tournaments per calendar year
Participate in 1x State Referee Seminar (per year)
Participate in 1x National Event Series Seminar/pre-tournament referee briefing (per year)
Resubmit/maintain all pre-requisites as required
The National refereeing qualifications are determined by Judo Australia.
