StateFrom Emerging C through International — the Judo Australia Refereeing Accreditation Framework pathway in Western Australia.
Judo Australia’s Refereeing Accreditation Framework (RAF) sets out how referees progress through eleven licence levels — Emerging C, B and A; State C, B and A; National C, B and A; then Continental and International.
Emerging C, B and A are entry points based on age (11+, 14+ and 15+), not a sequence you must complete in order. All Emerging licences share a minimum grade of orange belt (Yon Kyu). From there, referees move into the State pathway as competence and activity grow.
Emerging and State licences are managed in WA by the State Referee Commission. National and above are awarded by Judo Australia (and partner federations). Check upcoming referee opportunities for competitions where you can gain mat time.
To begin your referee journey in Western Australia, complete the Emerging Referee Course on the Judo WA Education Portal. Passing the course issues your certificate and places you on the accredited referee register at the Emerging licence that matches your age.
